SDS requirements for construction: what OSHA expects on a jobsite

If you run a construction crew, OSHA requires a safety data sheet for every hazardous chemical your workers use or could be exposed to, and those sheets have to be readily accessible on the jobsite during every shift. That applies whether you have an office trailer or a pickup truck. The construction version of the Hazard Communication standard, 29 CFR 1926.59, points straight back to the general industry rule, 29 CFR 1910.1200, so the same SDS and labeling duties follow your crew from site to site. The hard part isn’t knowing the rule. It’s keeping the sheets in reach when the work moves every week, the chemicals live in the gang box, and the cell signal drops the second you go below grade.

Quick answer: On a construction site, OSHA (through 29 CFR 1926.59, which adopts 29 CFR 1910.1200) requires a current safety data sheet for each hazardous chemical on the job, a label on every secondary container, crew training on the hazards, and the SDSs kept readily accessible during each work shift. “Readily accessible” means a worker can get to the sheet without asking permission and without leaving the work area. Electronic access is allowed if your crew is trained to use it and you have a reliable backup for when the system or the signal goes down.

What are the SDS requirements for construction sites?

Construction has its own HazCom rule, but it’s short. 29 CFR 1926.59 says the requirements of 29 CFR 1910.1200 apply to construction work. There’s no separate, watered-down construction standard, so you owe your crew the same five things a factory owes its people.

First, a written HazCom program that says how you handle labels, SDSs, and training on your sites. Second, a current safety data sheet for every hazardous chemical present. Third, labels on every container, including the bucket you poured solvent into this morning. Fourth, training so each worker knows the hazards and knows how to pull a sheet. Fifth, the sheets kept readily accessible during each work shift for the workers in that area.

The sheet itself is the standardized 16-section document the manufacturer writes. On a site you’ll reach most for Section 4 (first aid), Section 8 (exposure limits and PPE), and Section 10 (reactivity, which matters when solvents and fuels share a gang box).

My plain opinion: the written program and the training trip up small contractors more than the sheets do. Owners collect the PDFs and then never write the one-page program that ties it together, or they train the foreman and forget the new hire who started Monday. Both are citable.

Which construction products actually need an SDS?

Almost everything that comes with a hazard warning on the label. If it’s flammable, corrosive, an irritant, or a health hazard, it needs a sheet. Walk a typical site and here’s what needs one.

  • Adhesives and sealants: construction adhesive, polyurethane and silicone sealants, subfloor adhesive, PVC primer and cement.
  • Solvents and thinners: acetone, mineral spirits, xylene, lacquer thinner, denatured alcohol.
  • Fuels and gases: gasoline, diesel, propane, kerosene, oxygen and acetylene for cutting.
  • Concrete and masonry: portland cement, thinset and grout, admixtures like accelerators, retarders, and air-entraining agents, curing and form-release compounds, and muriatic acid for etching.
  • Coatings: paints, primers, epoxy resins and hardeners, spray paint, wood stain, aerosol lubricants.

One honest note: portland cement is the product people forget, because it feels like dirt, not a chemical. Wet cement is caustic and burns skin, so it gets a sheet. When in doubt, keep the sheet. Who is responsible for SDSs on a multi-employer worksite?

This is the question that starts arguments on a jobsite, so here’s the clean version. Under OSHA’s multi-employer worksite policy, each employer is responsible for the hazardous chemicals its own employees bring and use, and for making those SDSs available to its own crew. The general contractor does not automatically own every sub’s paperwork.

But the GC, as the controlling employer, is expected to make a reasonable effort to see that its subs meet HazCom too. So if your crew brings a product, you keep and provide its SDS, and you warn nearby crews when your work exposes them to something, like when painters spray in a space the electricians are working in. The GC coordinates so any exposed worker can get that chemical’s sheet.

Where it goes wrong is the sub who shows up with a five-gallon pail of adhesive and no sheet for it. That’s the sub’s violation to own, and it becomes the GC’s problem too if the GC knew and did nothing. The fix is boring and it works: require every sub to hand over SDSs for what they bring before they start, and keep those sheets somewhere every crew on site can reach. How do you keep SDSs readily accessible with no office and bad signal?

“Readily accessible” is the phrase that matters, and it’s stricter than most owners think. Under 1910.1200(g)(8), the sheets have to be available to workers in their work area during their shift, without the worker having to ask a supervisor to open a cabinet or drive back to the shop. On a fixed site a binder in the trailer works. On construction the work area moves, so the binder has to move with it or you need another answer. You have three practical options, and most crews combine two of them.

  1. A physical binder that travels. Simple, no signal required, and an inspector understands it instantly. The downside is that it’s only current on the day you last updated it, and a binder that lives in one truck isn’t accessible to the crew on the far end of a big site.   2. Electronic access by phone or tablet. OSHA allows it, and it fits a mobile crew. But there are conditions: no barriers to access, workers trained on the system, and a reliable backup for foreseeable emergencies like a power loss, a dead network, or an outage. That backup condition is the whole ballgame, because the network is the first thing to fail below grade, inside a steel structure, or on a rural site.
  3. Offline electronic access. This is the honest answer to the backup requirement. If the sheets are already downloaded to the device, a worker can pull Section 4 first aid for a solvent splash with zero bars. Offline access means the “what’s your backup” question has a real answer instead of a shrug.

My honest limitation here: no software makes a dead phone battery compliant, and a system your crew was never shown how to use is a barrier, which is the opposite of accessible. Electronic access only counts if the training and the offline backup are both real.

What does an inspector check for HazCom on a jobsite?

HazCom is one of OSHA’s most cited standards year after year, so know the questions before they’re asked. Expect the compliance officer to grab a product out of the gang box and ask to see its sheet, then time how long it takes. If your foreman has to call the office, that’s a readily accessible problem.

They’ll check for labels on secondary containers, the unmarked bucket and the spray bottle being the usual gotchas. They’ll ask a worker, not the owner, what a chemical’s hazards are and where the sheets live, which tests your training. And they’ll want the written program on hand. The penalties aren’t small for a small contractor: OSHA’s current 2026 maximums run up to $16,550 per serious violation and up to $165,514 per willful or repeated violation, and each missing piece can be its own count. Frequently asked questions

Do MSDS and SDS mean the same thing in construction?

They refer to the same document, but the current, correct term is SDS. Before 2012, manufacturers used material safety data sheets (MSDS) in construction and every other industry. When OSHA aligned HazCom with GHS, the format became the standardized 16-section safety data sheet. If you still have old MSDS forms in a binder, replace them with the manufacturer’s current SDS.

Does OSHA HazCom apply to construction, or just general industry?

It applies. 29 CFR 1926.59 is the construction HazCom standard, and it adopts the general industry rule at 29 CFR 1910.1200. So the SDS, labeling, written program, and training duties are the same on a jobsite as they are in a plant.

Is a phone app enough, or do I still need a paper binder?

How fast does a worker need to be able to reach a sheet?

Fast enough that it’s genuinely available during the shift without leaving the work area or asking a supervisor to open a cabinet. There’s no stopwatch number in the rule, but if getting a sheet means calling the office or driving to the shop, an inspector will treat that as not readily accessible.
